Basic Town Rules

I wish to ask for a list of basic town rules that every town should have. It has come to my attention that towns are being built then houses and other towns that are not part of the original town are being built less that 100 blocks away from that town. All I am asking for is a list of town rules to be posted on this thread and if you have a rule idea post it here, too. This may be helpful to some other town owners. I agree to you Shredder there needs to be some rules about the towns. It is because some people are also building houses outside of me and link's town lately. Hopefully, we all can settle these town problems.
